The Higher Education Equal Opportunity Program, ACT 101, was established by the Commonwealth of Pennsylvania in 1971 to provide opportunities in higher education to motivated students facing economic, cultural and academic obstacles. Through a program of tutoring, counseling, curricular innovation, and cultural enrichment activities, students develop as campus leaders and graduate with marketable skills.

Following ACT 101 guidelines, Saint Francis University recruits students who show the potential to succeed in college with adequate support. Participants are chosen on the basis of their academic potential, motivation and aspirations. To be eligible for program services, students must be residents of Pennsylvania and must meet economic and academic criteria. Eligible students continue to receive ACT 101 services as long as they are enrolled at the institution.
